The ruling by NSW Supreme Court Justice Robert Hulme noted Morgan shows a lack of insight and remorse regarding his offending, and that he demonstrates the diagnostic traits of being a psychopath.

Morgan was first convicted in 1976 of having carnal knowledge of a 13-year-old girl, however his sentence was deferred on the condition he did not commit any further offences for two years.

Just one year later, in 1977 he was sentenced to 18 months’ penal servitude for maliciously killing a horse, which psychologists now believe was sexually motivated.

Court-appointed psychologist Carollyne Youssef diagnosed Morgan with pedophilic disorder, although noted he denies having an interest in underage females and claims he has “nothing to address”.

“Morgan’s behaviour is marked by predatory tendencies, focusing on young females due to their perceived vulnerability and the ease with which they can be manipulated or controlled,” she said.

“His lack of empathy and emotional detachment from others’ suffering allows him to engage in these behaviours without guilt or remorse.”

The conditions imposed on Morgan prohibit him from attending parks, playgrounds, cinemas, libraries and museums, campgrounds and caravan parks, as well as playing fields and sporting facilities.

Morgan spent lengthy stints in jail including continuous periods of incarceration from 1990 to 2001 and 2015 to 2023.

He was sentenced in 1990 for raping two girls, aged 13 and 15, who he offered to give a lift after telling them he was a police officer.

After being released from jail for those offences, he raped a 14-year-old girl and 19-year-old woman after deceiving them into accompanying him to a remote location by offering work.

In 2018, he was sentenced to three years for acts of indecency towards an 11-year-old girl, whose interest in horses he took advantage of to lure her to his rural property.

He was released on parole in September 2023 but returned to custody when charged with the pending bestiality offences less than three months later.

The bestiality matter is due to return to court on Tuesday.
