A complaint filed by the St. Louis NAACP with the Department of Education’s Office for Civil Rights asserts that 34 school districts and charter networks are not doing enough to improve literacy rates among Black children, which have remained substantially lower than white students for two decades. St. Louis NAACP President Adolphus Pruitt wants the complaint to force the Education Department to look into the issue, as the organization considers it a civil rights violation.
